2006 Legislative Short Session Preview
Although the North Carolina General Assembly does not return to Raleigh until May 6, the 2006 Short Session is already shaping to be a session of high activity for the retail industry. Legislators will have their eyes on the 2006 November elections just around the corner and will be looking for that one hot button item to champion or avoid that may push them over the top.
The 2005 General Assembly left a number of issues on the table - minimum wage increases, PBM regulation, violent video games and bad check fee increases - that will be at the top of the legislative agenda of NCRMA. Also, look for reoccurring issues such as identity theft, methamphetamines, price gouging and pharmacy reimbursement to be in play once again combined with new issues such as health insurance mandates on retailers and stopping on-line auction web sites from operating as cyber flea markets eminent domain issue arising out of the KELO case. Legislative proposals will also bubble to the top in the aftermath of Hurricanes Katrina, Rita and Ophelia such as price gouging, disaster relief, looting, gas prices and priority of trucks supply carrying necessary items to disaster areas.
